Can not get decoder to work

I've installed the updated firmware on my device

I've downloaded and unpacked the ZeoDataDecoder and the ZeoDecoderViwer.

I've downloaded and installed the Java developers pack

Now when ever I try to open up a .jar file it opens up DOS for a split second and closes it out.

What am I doing wrong?
